thanks very much for your input. if i did this i would not have to alter the stern and i would pull the outboard out completely when sailing (i have a portable crane in place to do this already for lifting my dingy outboard.) a rubber gasket would seal the hole when sailing. since my boat is self sufficient on solar panels i really don't need to worry about engine charging. even so the mercury has a pretty good sized alternator. if i did this i would remote electric start and throttle on thge existing pedestal and steer with the rudder.
