A guy at my marina suggested replacing the rail and in the process making it into a two part assembly. A 1-1/4 high rectangle with square corners as a base (bolted) and then a piece of varying height with the rounded contour glued and nailed to the top. This would allow the rail to be higher at the bow and taper down to midships. Perhaps 4" at bow, 2" at mid and back up to 3" at stern. Actually he wanted the job. We didn't get to the price part of the discussion.
